It appears that the 2019 Minnesota Legislature is headed for a special session. They should be able to complete their work within the three-month time frame, but they spend much of their time political posturing.
If any legislative body requires a special session, it should be done without any compensation. Better yet deduct one day's salary for each special session day.
Minnesota does have a viable two-party system, with one party in control of each body of the Legislature. This can be frustrating but is significantly better than the “one party rule” in North Dakota.
