Nearly all units were occupied on another call, according to the Williston Police Department's weekend log. The log detailed calls handled at dispatch for the police and Williams County Sheriff's Office early on March 16, when Derrick Spiegel, 28, was shot to death on the street in front of the Hearbreakers strip club.
