Police have named a suspect in an armed standoff that unfolded Friday in a house near downtown Grand Forks.
Officers responded at 4:28 p.m. to 1113 Fifth Ave. N. for a welfare check and to investigate a report of terrorizing. Upon arriving, police made contact with Zachary Crandall, 28, who resides in the house, police said.
Crandall threatened to harm himself with a handgun he was holding, according to a news release issued late Friday night. Sgt. Duane Simon told the Herald he planned to harm others but made no threats directed at police.
“He didn’t point (the gun) at officers, or anything like that, but he did show that he was armed,” Lt. William Macki told the Herald Friday.

Officers backed off, and Crandall retreated into his residence, Macki said.
The incident prompted police to issue a “shelter in place” alert, meaning residents near the house in which police said Crandall barricaded himself were asked to stay in their homes. Officers also set up a perimeter in the area, preventing traffic from entering the block and asking drivers to stay away from the area.
SWAT and counter narcotics team members, as well as emergency responders, were called to the scene.
Dialogue continued with Crandall, and around 7:45 p.m., he surrendered to officers and was taken into custody for evaluation, according to the release.
Police announced around 8 p.m. that the area was safe and lifted the “shelter in place” alert.
“There is no longer a threat to the community,” Macki said.
The investigation is ongoing but is likely to wrap up Saturday, Simon said. He added charges are pending for Crandall, which will likely include terrorizing.
The incident comes two days after a police officer was fatally shot during an overnight standoff in Fargo, where a man with multiple weapons also barricaded himself inside a house.

One bullet hit Officer Jason Moszer, a six-year veteran of the Fargo Police Department. Moszer, 33, died at 12:45 p.m. Thursday.
Schumacher, 49, also died in the standoff, though police have not said how.
“It’s kind of scary after what happened (Wednesday) night in Fargo,” said Robert Coney, who lives near the Grand Forks house police responded to on Friday. “You wonder what’s going on.”

Around 8 p.m., police announced via social media an hours-long standoff involving a suicidal subject at 1113 Fifth Ave. N. had been resolved peacefully.
“There is no longer a threat to the community,” Lt. William Macki said.
Neighbors said police showed up at the residency around 5:30 p.m., and a SWAT team and emergency responders were on standby observing the house.
The man, whose name was not released by press time, made threats to harm himself and others, Macki said, adding when officers arrived, the suspect had a handgun.
“He didn’t point it at officers, or anything like that, but he did show that he was armed,” Macki said.
Officers backed off, and the man retreated into his residence, he said. Police prevented traffic from entering the block, asking travelers to stay away from the area.
Police also issued a "shelter in place" alert around 7:30 p.m., advising residents near the house in which the man was barricaded to stay in their homes.

Negotiators were able to coax the man out of his residence unarmed by 8 p.m., and he was taken to Altru Hospital. The area was declared safe and the “shelter in place” alert was lifted.
The man was being evaluated Friday, Macki said, adding once that is complete, “we’ll work on what charges there are and look at what the next step is there.”
Police did not immediately release what charges the man could face, nor did they state his condition.

Police also set up a perimeter around the house, preventing traffic from entering the block while asking residents to avoid the area.
The area was declared safe around 8 p.m. and the "shelter in place" has been lifted.
