Today, it's a park, but not so long from now, 15 S. Fourth St. could be the site of the newest four-story-or taller-building in Grand Forks. The land has been city-owned since after the 1997 flood, when, along with plenty of other properties, the city bought up land in advance of redevelopment in an effort to keep the downtown area from looking like a mess.
