A Level 3 sex offender recently has moved to Grand Forks, according to the Grand Forks Police Department.
Matthew Eagleman, 24, has been released from the North Dakota State Penitentiary and moved to Grand Forks, police said. Eagleman has registered several addresses since his arrival, but has not been allowed to stay for more than a few days at any of them. Eagleman has been instructed to maintain contact with local law enforcement, to keep authorities informed of his whereabouts until more permanent arrangements can be made.
Eagleman was convicted of gross sexual imposition in 2002. According to officials, he had an eight-month relationship with a 14-year-old female who became pregnant. He was also convicted as a juvenile in 1998 when he forced sexual contact with two juvenile males, ages 9 and 11, and he also engaged in mutual touching with juvenile males, ages 7 and 8, according to police. Eagleman has a lifetime registration as a sex offender requirement in North Dakota.
According to police, there are 64 offenders registered with the Grand Forks Police Department that either live, work or attend school within the city. Four are assigned at a high risk level.
Level 3 is considered high risk. Offenders are contacted at least every three months to verify their status and, upon initial registration or the assignment of a risk level, a public notification is held as appropriate. I
