Cass County garage fire charge: A man is accused of starting a garage fire and stealing a pickup in Cass County, N.D., after he and a friend ran out of gas.

Cass County garage fire charge: A man is accused of starting a garage fire and stealing a pickup in Cass County, N.D., after he and a friend ran out of gas.

Cass County Chief Deputy Jim Thoreson said the 22-year-old West Fargo, N.D., man struck a match and set the garage on fire near Arthur just before midnight Monday, then he and his friend allegedly stole a pickup from the farm yard.

"It appears as though the vehicle they had been driving ran out of gas," Thoreson said. "And they went looking for gas in a garage, using matches to see, and that's what appears to have started the garage on fire."

The pickup's owner realized it was missing and authorities got the license plate number, Thoreson said.

"We did have a license plate on the pickup, which was later observed driving just west of the airport here in Fargo," he said. "A traffic stop was attempted and the driver took off running."

Thoreson said the suspect ran away but his passenger stayed.

The man was arrested later at his mother's apartment in West Fargo, Thoreson said. The suspect faces charges of theft, driving under suspension and arson.

Authorities said the garage, an ATV and other property were destroyed.

Water tower destroyed: A replica old-time water tower at the miniature train station and depot in Minot's Roosevelt Park has been destroyed by fire.

Authorities believe the blaze early Sunday was arson.

Minot fire and police departments responded to the fire.

ACLU sues in death of American Indian man: The American Civil Liberties Union of Minnesota has filed a lawsuit alleging the city of Duluth and a local hospital are responsible for the death of an American Indian man.

The lawsuit involves the death of 29-year-old David Croud in October 2005. He was arrested after being found intoxicated and slumped on the side of a building. He died in St. Mary's Medical Center six days later.

A St. Louis County medical examiner determined Croud died of a combination of acute alcohol intoxication and the administration of an antipsychotic drug commonly used to treat agitated patients.

The lawsuit claims hospital staff gave Croud a dose of the drug three times greater than recommended.

Washington County Attorney Doug Johnson investigated and cleared Duluth police in 2006.

City Attorney Gunnar Johnson says he will vigorously defend the city. St. Mary's spokeswoman Kim Kaiser says the hospital doesn't comment on pending litigation.

Minneapolis murder charge: Court documents show last month's shooting death of a Somali man outside Village Market Mall in Minneapolis might have been an act of retaliation.

Authorities have charged 22-year-old Hassan Mohamed Abdillahi of Richfield with second-degree intentional murder.

According to a criminal complaint filed Monday, a witness told police that weeks before the shooting, Abdillahi said he was going to kill Abdishakur Adan Hassan in retaliation for the shooting death of Abdillahi's cousin.

Abdillahi allegedly told the witness that his cousin was killed by one of Hassan's friends -- but that Abdillahi believed the friend fled to Kenya so Abdillahi would kill Hassan instead.

Hassan was shot in the chest and died Sept. 29.

Police records show Abdillahi's cousin was killed April 11 at Sixth St. S. and Cedar Ave. S.
