At about 8:40 p.m. Sunday, the Grand Forks Police Department responded to a report of a loud explosion in southeast Grand Forks.
Upon investigation, officers determined a rural resident was responsible for the explosion and for a similar detonation Friday.
The resident confirmed he was using Tannerite, an exploding target, in the explosions, which took place outside of city limits.
Officers talked with the individual, and he agreed to end his activity near city limits.
