Some flooded roads north of Grand Forks are opening.
The North Dakota port of entry at Neche, N.D., reopened Monday afternoon, according to the U.S. Customs and Border Protection.
The U.S.-Canada border crossing along N.D. Highway 18, one mile north of Neche in Pembina County, had been closed for about a week because overland flooding along the Pembina River had pushed water over the road surface.
The Neche port is open seven days a week from 8 a.m. to 10 p.m.
N.D. Highway 54, which runs from I-29 to the city of Oslo, Minn., reopened over the weekend, but only during daylight hours and only to local traffic. Some water remained on portions of the road, and the road bed is too soft for trucks and commercial traffic.

Minnesota Highway 1 in southwestern Marshall County remained closed east of Oslo, while crews cleaned debris from the roadway. It was expected to reopen to local traffic today or Wednesday, according to officials at Minnesota Department of Transportation in Crookston.
