FARGO - A 60-year-man was arrested and jailed after he allegedly pulled down his pants and began to fondle himself in a Fargo bar Monday.

Police were called at 11:53 p.m. to O'Kelly's at 3800 Main Ave. for a report of a man exposing himself.

Ten to 15 people were in the bar at the time of the alleged incident, Fargo Police Sgt. Mark Lykken said.

Officers didn't witness the incident, but noticed when they arrived that the man's pants were pulled down far enough to expose 4 to 6 inches of his buttocks, Lykken said.

Witnesses stated that the man pulled down his pants and began to fondle himself.

It appeared the man was intoxicated, he said.

Richard Lawrence Sluis, 60, of Milaca, Minn., was arrested through a citizen's arrest on suspicion of Class A misdemeanor indecent exposure. He was taken to the Cass County Jail.
