Grand Forks police said Tuesday that another high-risk sex offender is living in Grand Forks.
Sandy Lee Mangelsen, 23, recently was released from incarceration and has moved to Grand Forks. According to police, he will be living at the Northlands Rescue Mission, 420 Division Ave., in downtown Grand Forks.
Mangelsen was convicted of gross sexual imposition in November 2007 in North Dakota and sexual contact with a child younger than 16 in South Dakota.
The North Dakota Sex Offender Risk Assessment Committee assessed Mangelsen in 2008; he was assigned a risk level of high, or Level III, and has a lifetime registration requirement in North Dakota.
In compliance with state law, Grand Forks police provide for the tracking and verification of individuals who have been convicted of sex offenses, offenses against children and those who have been adjudicated as sexually dangerous.

As of today, there are 78 such offenders registered with the Police Department who either live, work or attend school within the city. Of those, eight are assigned a risk level of high. The remainder are classified as moderate or low risk or have not been assigned a risk level.
Level III offenders are contacted at least every three months to verify their status, officials said. Information about these and other registered offenders is available through specific request to police, although certain information regarding juvenile offenders is subject to restriction.
