The Grand Forks City Council has to finalize city precincts and polling places by Dec. 31, and members will address the issue at its meeting today.
The city Planning and Zoning Department has created a plan with 18 precincts and 12 polling places after the council agreed on new ward boundaries. Council members approved a preliminary reading of the new ward map at a special meeting last week and will give it the required second reading tonight.
The council will also vote on a second reading for an ordinance making staff of the Alerus Center city employees.
The council will be asked to approved approve the city's 2011 salary plan, granting pay increases to city employees. The plan is based on the city's already approved budget for pay, and provides $381,896 in pay raises for market adjustments and performance.
The council will also take action on new firefighting equipment and landscaping improvements along Highway 2 between the airport and 55th Street.

City staff will provide reports on studies on public transportation and water treatment systems.
Growth Fund Committee
The Growth Fund Committee of the Jobs Development authority will meet Tuesday. It will consider a draft lease with International Trade Solutions for space in the north building of the Corporate Center at 402 DeMers Ave. The lease is $32,162 in annual revenue.
The committee will also consider a three-month extension of a purchase option by BenchMark Energy for land in the city industrial park. The company plans to build a facility to refine glycerin but its plans have been delayed.
The committee has been negotiating with the company on changing the size of the purchase to make land available to PS Doors, which is also trying to purchase land in the industrial park.
