The Grand Forks City Council's Finance and Development Committee heard report Monday on the city's 2012 salary plan that provides pay increases of $380,896.
Human Resources Director Daryl Hovland said the increases were based on wage comparisons with other markets and on employee performance. The council approved of the budget increase in September.
The city has 432 filled positions and 442 budgeted positions, according to Hovland's presentation. Since the beginning of the year, it has eliminated 12 positions.
The committee members recommended approval of the plan by the council, which it must do every year.
The members also recommended approval of Renaissance Zone benefits worth $8,500 in state tax exemptions for the business O' For Heaven's Cakes, a Grand Cities Mall bakery that is moving to a larger space inside the mall.
