FARGO - A 36-year-old Fargo man was cited early Sunday morning for driving on a closed road and speeding after a Minnesota State Patrol trooper stopped him near Rothsay, Minn.

Dmitri Kilin was "traveling 86 mph on the closed and icy freeway" when he was spotted by a trooper on patrol, according to a State Patrol statement this morning.

At the time, Interstate 94 was closed between Moorhead and Alexandria due to road conditions hampered by back-to-back blizzards. The road reopened Sunday.

From Thursday to early today, the State Patrol responded to 621 vehicles that went off the road in central and northwest Minnesota.

There also were 67 crashes - 32 of them rollovers - resulting in substantial damages. The crashes resulted in 11 injuries, but none of them were serious, according to a statement by the State Patrol.
