Fargo man charged with DUI after bike-car crash

FARGO - A Fargo man accused of hitting a bicyclist with his vehicle here Monday night has been charged with driving under the influence and two felonies in connection with the incident.

Burl Melvin McCaslin, 47, is also charged in Cass County District Court with felony reckless endangerment and felony duty in an accident involving an injury.

The victim, Andrew Loaiza, a 21-year-old cross-country bicyclist from Plattsburg, N.Y., was thrown from his bicycle when he was hit. He was kept at Fargo's Innovis Health hospital overnight and released Tuesday morning.

Police say McCaslin drove up behind Loaiza and a friend in the southbound lane in the 1000 block of 25th Street South and allegedly hit Loaiza about 11:10 p.m. before fleeing the scene.

Both bikes had safety lights, police said.
