Dickinson official resigns after punishment for accepting gifts

Rapp was found to be in violation of city ordinance for accepting gift cards in April but a new investigation finds he had accepted more than originally thought.

An investigation by the city found Rapp received gift cards from Wal-Mart, Bass Pro, Sears and Cabellas from 2002-2005 which was in violation of city ordinance, according to a city memo dated Tuesday.

In April Rapp received a written warning for a 2006 violation, City Administrator Shawn Kessel said in May.

At that time Rapp accepted three $50 gift cards from a company, which he didn't use and turned over to the city, Kessel said.

Kessel said the matter was investigated after the city received a tip. Rapp participated in ethics training.

"It was an isolated incident and it was stupid," Rapp said at the time. "Hopefully everybody learns from this mistake."

Rapp resigned Monday after 32 years of service with the city.
