Howard Dean visit: Howard Dean, Democratic National Committee Chairman and 2004 presidential candidate, will headline an early vote rally at 10:30 a.m. Nov. 1 at the Alerus Center in Grand Forks.
The rally starts at 10:30 a.m. in ballrooms 1, 2 and 3, officials said Friday.
A second rally will be held at 1 p.m. in the Fargo Civic Center.
Roadwork: The east side of South Third Street between Franklin Avenue and Division Avenue in Grand Forks will be closed Monday for concrete panel replacement. The area will be barricaded and signed. Traffic will be allowed to use the west side of the street. The project is expected to be completed Nov. 7, weather permitting.
Holiday decorations: Portions of DeMers Avenue from Third Street to Fifth Street in Grand Forks will be closed from 6 a.m. to noon Sunday for holiday decorating.

Detour signs will be in place. The Sorlie Bridge will remain open.
Turkey baskets: Families may sign up from 8 a.m. to 4 p.m. Monday through Friday until Nov. 14 at Red River Community Action for turkey baskets that also include stuffing, potatoes, cranberries, pie crust and filling and canned vegetables. For more information, call (701) 866-3922.
Peterson and Franken: Rep. Collin Peterson, D-Minn., will appear with Al Franken, the endorsed Democratic candidate for the U.S. Senate, from 1:30 to 3:30 p.m. Monday at the rural home of Merle and Lee Anderson, north of Climax, Minn.
The "coffee and cookies" event is nine miles north of Climax on state Highway 220, or 16 miles south of East Grand Forks.
Anderson is a longtime leader in the region's corn ethanol and potato industries, and is a retired sugar beet producer for American Crystal Sugar Co.

Safe & Sober: Crookston, East Grand Forks and Polk County law enforcement officers cited 19 unbelted motorists during a Safe & Sober seat belt enforcement campaign Oct. 10-19.
Officers/Deputies from the Polk County Sheriff's Office, Crookston Police Department and East Grand Forks Police Department made 162 traffic stops that resulted in 58 citations.
