The Grand Forks City Council Service/Safety Committee recommended denying a liquor license transfer for Rumors bar in Grand Forks.
The committee made that recommendation to City Council based on the criminal background of Blake Bond, of Jamestown, N.D., one of the partners in Sin City LLC, the applicant for the license.
City Attorney Howard Swanson said Bond had three felony charges from the 1990s, involving theft of property, burglary and possession of a firearm. According to North Dakota court records, he pleaded guilty to the charges.
Bond hasn't had criminal activity since the '90s and none of the other Sin City partners have a criminal background, Swanson said.
Approving the application would be against the city's "good moral standing" requirement in City Code, Swanson said.

City Council will review the application at its Jan. 21 meeting.
