ST. PAUL -- The body found in the Mississippi River in St. Paul on Monday was that of a man reported missing in South St. Paul in November, the Ramsey County medical examiner’s office said Tuesday.
South St. Paul police had sought the public’s help in November to find Andre Artzel Duncan, then 35. A construction worker called 911 after seeing a body near Raspberry Island on Monday morning.
The medical examiner’s office determined Duncan had drowned; his death did not immediately appear suspicious, said Lori Hedican, the office’s chief investigator. It’s not known when he died, she said.
Duncan’s family reported him missing Nov. 12, according to a Nov. 16 press release from the South St. Paul Police Department, which sought public help to find him. His family said it was unusual for Duncan, who had a history of mental health issues, not to have daily contact and was concerned for his welfare, the department said at the time.
