MINTO, N.D. — Minto's city public works director is facing a sexual assault charge for two alleged incidents involving another city employee under the age of 18.
According to a Walsh County criminal complaint, in May or June of 2020, 48-year-old Samuel Shutt allegedly snuck up behind the victim and lifted her shirt and bra while in the Minto City Shop. Shutt is also accused of pulling down the victims pants in a similar incident this year.
The criminal complaint says, when asked by investigators, Shutt described the incidents as a bad joke before telling them he was a "...horrible person."
Minto's city website lists Shutt as the city's public works director.
He is scheduled to appear in court again on Jan. 10.
