A Virginia man is facing felony charges in Grand Forks on accusations that he sexually assaulted a child.

Frank Louis Horta Jr. could spend up to 20 years behind bars if he’s convicted of continuous sexual abuse of a child and up to five years in prison on the allegations that he exchanged explicit messages with the teen electronically.

An affidavit for his arrest said Horta admitted to “engaging in sexual acts” with a girl he knew was younger than 15. He sexually assaulted the child at least six times during the summer of 2017, the affidavit said.

Horta, who is now 20 years old and lives in McKenney, Va., also sent sexual text messages to a child during the fall of 2017, the affidavit said.

A warrant was issued for Horta’s arrest on Friday, Aug. 30, but he was not yet in custody Tuesday afternoon.
