High-risk Grand Forks sex offender moves
A high-risk sex offender moved to a new apartment in Grand Forks.
Justin Michael McGregor now lives at 515 First Ave. South. McGregor is required to register for life and is considered a high-risk offender, which means he is among the most likely to reoffend.
He was convicted in 1999 after he bit a 10-year-old boy's genitals and also fondled a 5-year-old girl. McGregor spent two years in jail after a 2010 conviction for kissing a 16-year-old girl. The girl was unaware he is a sex offender.
There are 111 individuals convicted of crimes against children or sex crimes that are required to register in Grand Forks. Thirteen are high-risk offenders.
McGregor previously lived at 317 N. Seventh St.
