Federal marshals have issued a warrant for a Devils Lake jailer they say helped federal prisoner Wesley E. Brown III escape from the Lake Region Law Enforcement Center on March 14 and is likely with him.

According to a news release from the U.S. Marshals Service, Rachel M. Chepulis, 26, was charged in a March 17 complaint of instigating or assisting an escape, concealing a person from arrest and conspiracy to commit escape.

The Marshals Service said it believes Chepulis and Brown are together and were last known to be driving a white 2015 Toyota Rav4 with North Dakota license plate KMN-172.

The marshals’ High Plains Fugitive Task Force has been searching for Brown since he escaped from the jail at about 11:30 p.m. March 13.

Brown had been in federal custody waiting for sentencing after pleading guilty to possession of a firearm by a convicted felon and escape.

According to the Marshals Service, Chepulis is white, 5 feet 9 inches, approximately 200 pounds, with a black widow tattoo on the right side of her neck, four star tattoos also on her neck and the letters “WEB” tattooed on her left ring finger.

Brown is white, 6 feet, 1 inch, 250 pounds with brown hair and brown eyes. He has a tattoo on his neck reading “Momma Tried,” on his back with the words “Raven” and “Lynn” and a cattle skull with the words “Southern Bred” and a Confederate flag. He also has a teardrop tattoo near his right eye.

Dan Orr, chief deputy marshal for North Dakota, said an affidavit supporting the charges against Chepulis was sealed and information from it was not available.

Each charge against Chepulis carries a maximum five-year prison sentence, according to the news release.

Brown had also escaped from Heart of America Correctional Center in Rugby, N.D., in June 2013 and was captured a few hours later.
