NOTICE OF OPPORTUNITY FOR HEARING

On May 18, 2021, Northern States Power Company (NSP) filed an application for a variance to its cost of gas true-up pursuant to the terms of North Dakota Administrative Code section 69-09-02-39, Automatic Adjustment Clauses. The variance would extend the time for recovery of an under-collected balance of the cost of gas adjustment from 12 months up to 24 months from July 1, 2021 through August 31, 2023. The variance would allow for an increase in the cost of gas rate.
On June 28, 2021, NSP filed a modification to its variance request that would extend the time for recovery of an under-collected balance of the cost of gas adjustment from 12 months up to 17 months, from July 1, 2021, through September 30, 2022.
On June 29, 2021, the Commission adopted an Order granting Northern States Power Company's requested variance.
On September 15, 2021, NSP filed with the Commission a request to amend the June 29, 2021 Order to change from a 17-month to a 24-month recovery period, through June 30, 2023, for the under-collected balance of the cost of gas adjustment. NSP states the proposal will mitigate the impact on its North Dakota natural gas customers of the under-collected balance true-up change and the company's pending base rate increase in Case No. PU-21-381. NSP proposes a November 1, 2021, effective date for the revised rates. The impact on the bill of an average residential customer using 77 dekatherms a year is a reduction of approximately $6.00 per month.
The issue to be considered in this matter is the appropriate time of recovery for the under-collected balance of the cost of gas adjustment.
Those interested are invited to comment on the application in writing. Persons desiring a hearing must file a written request identifying their interest in the proceeding and the reasons for requesting a hearing. Comments and requests for hearings must be received by October 18, 2021. If deemed appropriate, the Commission can determine the matter without a formal hearing.
