REVISED NOTICE OF AVAILABILITY OF CONSOLIDATED PLAN AND
2020 ANNUAL ACTION PLAN
The City of Grand Forks has available for public review and comment a draft Five Year Consolidated Plan for the use of U.S. Housing and Urban Development (HUD) funds for the years 2020 – 2024. The purpose of the consolidated planning process is to develop viable communities by providing decent housing, a suitable living environment and expanding economic opportunities primarily for low-and moderate- income people. The Consolidated Plan includes the 2020 budget & allocation, the Citizen Participation Plan (CPP), which includes the Language Access Plan, and the Analysis of Impediments to Fair Housing Choice (AI). In addition to the regular CDBG allocation, the City of Grand Forks will also receive $268,054 in CARES Act funding (CDBG-CV). A revised list of proposed activities for 2020 follows:

Written comments on the draft 2020 – 2024 Consolidated Plan will be accepted until 12:00 noon on Monday, June 1, 2020. The City Council is scheduled to hold a public hearing and approve the draft plan, 2020 CDBG and CDBG-CV budget, CPP, and AI as well as the City’s performance in administration of HUD activities at its meeting on Monday, June 1, at 5:30 p.m. After that time, the plan, along with any public comments, will be submitted to HUD for review.
Due to the COVID-19 public health emergency, City Hall is currently closed to the public. Members of the City Council may be attending this meeting electronically or telephonically. This meeting will be conducted with social distancing modifications consistent with the recommendations of the CDC. In person attendance at the meeting by the public will not be allowed. Members of the public may view the live airing of the City Council meeting on Grand Forks Channel 2 or streamed live through the City’s Facebook page at facebook.com/cityofgrandforks. All comments received prior to 5:00 p.m. on the meeting day will be considered part of the record of the meeting as if personally presented.
