REQUEST FOR PROPOSALS (RFP) Construction Manager at-Risk (CMAR) City Project No.8403 – Construction Phase Services City Project No.8483 – Preconstruction Phase Services WASTEWATER TREATMENT FACILITY IMPROVEMENTS City of Grand Forks, North Dakota The City of Grand Forks, North Dakota is seeking a qualified CMAR to provide Construction and Preconstruction Phase services for two Wastewater Treatment Facility (WWTF) Improvements projects. City Project No.8403 is proposed to begin immediately upon CMAR selection and successful Guaranteed Maximum Price (GMP) negotiations and construction phase agreement development. Upon successful completion of City Project No.8483 preconstruction phase services and following successful GMP negotiations, the City of Grand Forks intends to enter into a construction phase services agreement with the same CMAR for the complete construction and related services for the Project. City Project 8403 addresses the Phase 1 WWTF improvements and City Project No.8483 addresses the Phase 2 and Phase 4 WWTF improvements developed as part of a Facility Plan report dated May 2021 on an expedited schedule that meets the operational start-up needs of the overall wastewater treatment facility. A WWTF improvement alternative for implementation under City Project No.8483 is intended to be selected prior to the CMAR beginning their preconstruction phase services and with final design underway. Both proposed WWTF improvement projects will be constructed on the existing WWTF site located at 3251 N. 69th Street, Grand Forks, ND 58203, which is approximately 2.3 miles west and 1.4 miles north of the intersection of Interstate 29 and US Highway 2. The current estimated construction cost for City Project No.8403 is approximately $10M to $12M and the estimated construction cost for City Project No.8483 is approximately $40M to $60M. Substantial Completion of the Projects is anticipated to be in June 2024 with Final Completion to follow in October 2024. CMAR Proposal submittals are due at 2:00 pm local time on June 29, 2022.
