October 26, 2020
The Grand Forks School Board met in regular session on Monday, October 26, 2020, with Vice President Eric Lunn presiding.
Board Members Present: Doug Carpenter, Chris Douthit, Amber Flynn via phone, Jacqueline Hoffarth, Eric Lunn, Jeff Manley, Shannon Mikula, Bill Palmiscno, and Cynthia Shabb. Absent: None.
Student Board Members Present: Alicia Dela Cruz and Evan Whalen. Absent: None.
Others Present: Dr. Terry Brenner, Superintendent of Schools; Scott J. Berge, Business Manager; Jody Thompson, Associate Superintendent of Elementary Education, Catherine Gillach, Assistant Superintendent of Secondary Education; Brady Olson, Vice President, Grand Forks Education Association; and Cindy Johnson, Executive Secretary.
Call to Order: 6:00 p.m.
Motion and second to approve the agenda as written carried unanimously. Absent: Carpenter, Hoffarth, and Mikula.
Motion and second to approve the minutes of October 12, 2020, as corrected carried unanimously. Absent: Carpenter, Hoffarth, and Mikula.
Hoffarth joined the meeting at 6:01 p.m.
Mikula joined the meeting at 6:02 p.m.
Citizen Comments: Julie Rodriguez spoke about para-professional pay scales.
Carpenter joined the meeting at 6:05 p.m.
Discussed: School Board Norms, School Reopening Update.
Motion and second to approve the consent agenda as follows: Open Enrollment Applications as presented carried unanimously.
Motion and second to authorize the school board president or their designee and the business manager to sign the required closing documents for the sale of the 3113 44th Avenue South residential property carried unanimously.
Motion and to approve the General Fund Financial Statement for the period July 1, 2020, through September 30, 2020, carried unanimously.
Motion and second to recognize the Grand Forks Education Association (GFEA) as the representative organization for the appropriate negotiating unit as per North Dakota Century Code 15.1-16-11 as recommended carried unanimously.
Motion and second to recognize the Grand Forks Principals' Association (GFPA) as the representative organization for the appropriate negotiating unit as per North Dakota Century Code 15.1-16-11 as recommended carried unanimously.
Motion and second to recognize the Grand Forks Directors' Association (GFDA) as the representative organization for the appropriate negotiating unit as per North Dakota Century Code 15.1-16-11 as recommended carried unanimously.
Motion and second to complete the first reading of Policy AAC, Nondiscrimination and Anti-Harassment Policy as amended carried unanimously.
Motion and second to complete the first reading of Policy ACBB, Significant Contagious Disease as amended carried unanimously.
Motion and second to complete the first reading as written of Board Regulation AAC-BR2, Title IX Sexual Harassment Grievance Procedure, and adopt it as an official policy of the district carried unanimously.
