The Grand Forks School Board met in regular session on Monday, June 14, 2021, with Vice President Eric Lunn presiding.
Board Members Present: Doug Carpenter, Chris Douthit, Amber Flynn via phone, Jacqueline Hassett via phone, Eric Lunn, Jeff Manley, Shannon Mikula, and Cynthia Shabb. Absent: Bill Palmiscno.
Student Board Members Present: None. Absent: Alicia De La Cruz and Evan Whalen.
Others Present: Dr. Terry Brenner, Superintendent of Schools; Scott J. Berge, Business Manager; Jody Thompson, Associate Superintendent of Elementary Education; Catherine Gillach, Assistant Superintendent of Secondary Education; Melissa Buchhop, Grand Forks Education Association President; Linsey Stadstad, Human Resources Director; and Cindy Johnson, Executive Secretary.

Motion and second to approve the agenda as written carried unanimously. Absent: Palmiscno.
Motion and second to approve the May 24, 2021, minutes as corrected carried unanimously. Absent: Palmiscno.

Motion and second to approve the consent agenda as follows: Appointments effective August 23, 2021, of Nicole Blilie (salary $21,328), Marie DeMarce Garner (salary $44,242), Tara Gunstenson (salary $42,657), Julia Hansen (salary $42,657), Courtney Hirvela (salary $44,580), Amanda Loiland (salary $44,580), Ashley Nelson (salary $49,050), Brenna Payne (salary $49,050), Morganne Plesha (salary $47,466), Meghan Sondreal (salary $42,657), Melissa Swenson (salary $50,634), Charlotte Woods (salary $44,242), Tiffany Zehms (salary $42,657); and Resignations effective May 28, 2021, of Janelle Holt, Vicki Reimer, and Kari Tweten carried unanimously. Absent: Palmiscno.
Motion and second to appoint Ms. Elisa Diederich as the Executive Director of Special Education effective July 1, 2021, at a salary of $122,592 which may be adjusted based upon bargaining results between the Grand Forks Education Association and School Board carried unanimously. Absent: Palmiscno.
Motion and second to appoint Mr. Chad Kurtyka as Associate Principal at Discovery Elementary School effective July 1, 2021, at a salary of $81,686 carried unanimously. Absent: Palmiscno.
Motion and second to appoint Dr. Anthony Vandal as Associate Principal at Lake Agassiz Elementary School effective July 1, 2021, at a salary of $92,490 carried unanimously. Absent: Palmiscno.
Motion and second to approve the General Fund Financial Statement for the period July 1, 2020, through May 31, 2021, carried unanimously. Absent: Palmiscno.
Motion and second to approve the two-year Principals & Associate Principals Negotiated Agreement effective July 1, 2021, to June 30, 2023, as tentatively agreed carried unanimously. Absent: Palmiscno.
Motion and second to approve the two-year Classified Employee Policy Manual as recommended carried unanimously. Absent: Palmiscno.
Motion and second to rescind Policy 4245, Classified Staff Appeal and Review carried unanimously. Absent: Palmiscno.
Motion and second to complete the first reading of Policy BCAA, Board Meeting Agenda & Pre-Meeting Preparation as written carried unanimously. Absent: Palmiscno.
Motion and second to complete the first reading of Policy 8509, Citizen Requests, Representations, or Proposals, as amended carried unanimously. Absent: Palmiscno.
