REPORT OF THE PROCEEDINGS GRAND FORKS SCHOOL BOARD REGULAR MEETING December 12, 2022 The School Board of Grand Forks Public School District No. 1 held a regular meeting on Monday, December 12, 2022, at the Mark Sanford Education Center with Vice President Amber Flynn presiding. Board Members Present: Josh Anderson, Dave Berger, Amber Flynn, Monte Gaukler, Joel Larson, Jeff Manley, Bill Palmiscno, and Cynthia Shabb. Absent: Eric Lunn. Student Board Members Present: Ryaan Alshami. Absent: Maggie Barker. Others Present: Dr. Terry Brenner, Superintendent of Schools; Brandon Baumbach, Business Manager; Dr. Brenda Lewis, Assistant Superintendent of Elementary Education; Nichole Deneseus, GFAFB School Board Member; Melissa Buchhop, President, Grand Forks Education Association; and Cindy Johnson, Executive Secretary. Call to Order: 6:00 pm. Motion and second to approve the agenda as written carried unanimously. Absent: Lunn. Discussed: Celebrating Success-Winship Elementary School. Motion and second to approve the minutes of November 28, 2022, as written carried unanimously. Absent: Lunn. Public Comments: Brad Sturlaugson spoke about administrative committees. Ronald Barta spoke about a book review. Reading of School Board Meeting Norms. Discussed: Pre-Referendum Community Survey Results, Committee Recommendation per Policy GAAC Regarding Request for Reconsideration of Instructional Resources, Land Swap with Grand Forks Park District, and High-Dosage Tutoring Update. Motion and second to proceed with the research following the guidance of Policy GCC carried on roll call vote as follows: Aye: Anderson, Berger, Flynn, Gaukler, Larson, Palmiscno, and Shabb. Nay: Manley. Absent: Lunn. Motion and second to approve the consent agenda as follows: Open Enrollment Application as presented; Resignation of Lovisa Rhen effective December 21, 2022; and Resignation of Tami Hoff effective June 2, 2023, carried unanimously. Absent: Lunn. Motion and second to approve for the 2023-2024 school year the deletion of Foundations of Fitness and Lifetime Fitness and Wellness and the addition of AP Physics 1 with the contingency that students at each campus have access to the course through an integrated physics/AP cohort if enrollment does not allow a standalone section, remoting in with building-based support, or by scheduling it at a time when students can travel between campuses carried unanimously. Absent: Lunn. Motion and second to approve Exhibit A, Bus Driver Listing [of the JPA between City, School District, and Dietrich’s for Student Transportation Services] as presented carried unanimously. Absent: Lunn. Motion and second to approve the list of bus drivers for the student transportation services agreement as required by NDCC 15.1-30-08 carried unanimously. Absent: Lunn. Motion and second to authorize District administration to initiate a procurement and post the legal notice for student transportation services commencing with the school year 2023-24 for a period not to exceed seven (7) years including contract year options, consistent with North Dakota Century Code Chapter 15.1-30 carried unanimously. Absent: Lunn. Motion and second to approve the request for student directory information as requested by Josten’s Inc. carried unanimously. Absent: Lunn. Announcements: Incoming weather and Gaukler to serve on the North Dakota School Boards Association’s 2023 legislative committee. Board Requests for Future Consideration: Information about potential swimming pools for swimming teams after the Hyslop closes. Discussed: School Board Norms – How Did We Do?
