Effective for dates of service on or after October 1, 2020, ND Medicaid will be submitting a state plan amendment to cover medication assisted treatment (MAT) services through a bundled rate. Services included in the bundled rate are: Evaluation & Management services, behavioral health assessment, drug testing, pregnancy testing, transportation to and from the service if necessary and other clinically appropriate services provided by the practitioner providing the MAT services. The estimated fiscal impact is $1.4 million for the 12-month period.
Effective for dates of service on or after October 1, 2020, ND Medicaid will be submitting a state plan amendment to update Rehabilitative Services to cover American Society of Addiction Medicine (ASAM) levels 3.2 and 3.7, add group counseling, and to clarify licensure requirements for individuals who provide rehabilitative services. The estimated fiscal impact is $1.6 million for the 12-month period.
The benefits for ND Medicaid Expansion, as required by the Affordable Care Act and section 1937 of the Social Security Act, are provided through an Alternative Benefit Plan (ABP). Effective for dates of service on or after October 1, 2020, ND Medicaid will be submitting a state plan amendment for the ABP to include the 1915(i) Services as indicated within the 1915(i) Medicaid State Plan Amendment. Medicaid expenditures for the Medicaid Expansion population are expected to increase $1.6 million for a 12-month period.
ND Medicaid follows the National Correct Coding Initiative (NCCI) Edits. These edits were developed by the Centers for Medicare and Medicaid Services (CMS) based on coding conventions defined in the American Medical Association's Correct Procedure Terminology Manual, national and local polices and edits, coding guidelines developed by national societies, analysis of standard medical and surgical practices, and a review of current coding practices. CMS annually updates the National Correct Coding Initiative Coding Policy Manual.
