NOTICE OF PUBLIC HEARING
Notice is hereby given that Grand Forks County, North Dakota (the "Issuer") will hold a public hearing pursuant to the Municipal Industrial Development Act, Title 40, Chapter 57, North Dakota Century Code, as amended, on August 11, 2021 at 9:00 a.m. prevailing time, at its office located at the Grand Forks County Office Building, 151 South 4th Street, Grand Forks, ND 58201 to discuss the issuance of tax-exempt and/or taxable revenue bonds (the "Bonds") in one or more series pursuant to a plan of finance for the following project (the "Project"):
A.INITIAL OWNER: Red River Biorefinery, LLC
B.MAXIMUM AMOUNT OF BONDS: $120,310,000
C.LOCATION OF PROJECT: 2355 North 39th Street, Grand Forks, North Dakota 58203.
D.DESCRIPTION OF PROJECT TO BE FINANCED: The Project includes all or some of the following: (a) refinancing the Issuer's $72,335,000 Grand Forks County, North Dakota Solid Waste Disposal Facility Revenue Bonds (Red River Biorefinery, LLC Project), Series 2020 (Green Bonds), (b) financing or reimbursement of all or a portion of the costs of acquiring, designing, developing, constructing, improving, furnishing and equipping an expansion to a waste-to-biofuels processing facility that will produce fuel-grade ethanol located in Grand Forks County, North Dakota; (c) funding of capitalized interest on the Bonds; (d) funding of any required reserves; and (e) payment of costs of issuing the Bonds.
At the hearing, members of the public may appear in person or by attorney or in writing at the address listed above to provide information and make statements concerning the Project.
