The Board met pursuant to adjournment with Commissioners Engen, Knauf, Pic, Falck and Rost present.
David Bostwick, Justice Principal with HDR, presented a Grand Forks County Correctional Center Needs Assessment and Master Plan Update. Mr. Bostwick said the capacity of the jail is 225 and the functional capacity is 180. The average daily population in 2017 was 207. The jail receives revenue from outside agencies that offsets their budget. It is estimated by 2028, the jail will no longer have the capacity to rent to outside agencies, so the revenue stream will go away.
There is also a lack of medical care space, medical beds and single occupancy cells in the current facility. It is recommended that the work release area, which is located in the middle of the facility be moved because work release inmates may bring in contraband into the facility.
David Bostwick recommended to add approximately 130 minimum security beds, add space for a medical infirmary, add space for medical beds, add space for inmate programming, move the work release area to a new addition and add a new addition for administration.
The Grand Forks County Commission will form a fiscal working group to consider this project, as well as other Grand Forks County capital needs.
