Action Items:
- Use of GF County Fairgrounds during the 2021 COVID-19 Pandemic
The Board met pursuant to adjournment with Commissioners Pic, Falck, Engen, Rost and Knauf present. Commissioners Pic, Falck, Engen and Knauf participated via Zoom.
Kari Goelz, Emergency Management Director, said this meeting was called to allow the Commission to consider the possible reopening of the GF County Fairgrounds and allow all stakeholders an opportunity to express their concerns regarding the reopening.
Ms. Goelz said the Commission could choose to direct all GF County Fairgrounds stakeholders to follow the risk level on the Grand Forks County Health Officer's COVID-19 Data Dashboard. We are currently at the "Green" level. The Green level means large indoor and outdoor venues can operate at an 80% capacity, ensuring social distancing and mask wearing continues. Social distancing and mask wearing is the top two recommendations of the CDC guidelines.
Mark Landa, GF County Fairground Board member, said the capacity of the Fairgrounds is unknown but he does not know if they have ever been at an 80% capacity for the GF County Fair. He said they are planning to have extra cleaning stations, have separate entrance and exits to eliminate crowds of people and contactless ticket sales.
The Commission encouraged the GF County Fair Board to update their contracts to include the 80% capacity limit, requiring mask wearing and having sanitizing stations.
Darren Evavold, River Cities Speedway, said they could limit the Speedway capacity to 80%.
Moved by Engen, seconded by Rost, to continue to follow the CDC guidelines and the Grand Forks County Health Officer's COVID-19 Data Dashboard. We are currently at the Green risk level, which allows 80% capacity with the requirement of additional sanitization stations and the wearing of masks at the GF County Fairgrounds. The capacity and additional requirements will change if the risk level changes. All Grand Forks County Fairground's Smart Restart Proposals will be updated to include these restrictions. Motion carried unanimously.
Stakeholders will be given the Grand Forks County Health Officer's COVID-19 Data Dashboard website to monitor the risk level and make changes to their operations as needed.
Moved by Rost, seconded by Falck, to adjourn. The meeting adjourned at 3:23pm.
