GRAND FORKS COUNTY COMMISSION MEETING September 6, 2022 – 4:00 P.M. The Board met pursuant to adjournment with Commissioners Falck, Rost, Engen, Knauf and Pic present. Moved by Rost, seconded by Knauf, to approve the minutes of the August 16, 2022 Commission Meetings. Motion carried unanimously. Moved by Rost, seconded by Pic, to add Kate Slominski, Special Event Permit as item number 7 on the agenda. Motion carried unanimously. Moved by Pic, seconded by Rost, to approve the Chair’s signature on a Certification of Significant Community Support for a Community Facility project for the City of Larimore, contingent upon approval of the County Planner. Motion carried unanimously. Michele Thiel, Human Services Director, introduced the new Information Technology Director, Evelyn Halvorson. Evelyn Halvorson introduced herself to the board. Katie Slominski, Bun Lounge, addressed the board. Moved by Pic, seconded by Knauf, to approve a Special Event Permit Alcoholic Beverage License for the Bun Lounge for a special event on September 17, 2022 at 4496 N. Columbia Road, Grand Forks, contingent upon approval by the Sheriff. Motion carried unanimously. Sheriff Schneider said he did receive a security request this morning for this event. He will talk to the homeowner where the event will occur. Nick West, County Engineer, addressed the board. Moved by Rost, seconded by Knauf, to approve the County Federal Aid Program 2023 with the Chair’s signature. Motion carried unanimously. Moved by Pic, seconded by Engen, to appoint Commissioner Knauf, the County Engineer and the Highway Superintendent to a Request for Proposal Committee to select an engineer for a federal grant project. Motion carried unanimously. Moved by Knauf, seconded by Engen, to remove and demolish bridge 18-118-05.0 and 18-143.28.0 and proceed with replacement structures. Motion carried unanimously. Moved by Pic, seconded by Rost, to purchase the remainder of lots 7 & 8 and all of lots 9 & 10, Scott’s Addition to Gilby City for $8,000. Motion carried unanimously. Moved by Engen, seconded by Pic, to approve the purchasing of the Witt property (parcel 37-3503-00003-000) through the Hazard Mitigation Grant Program, which is a reimbursement grant. The net cost will be approximately $37,200. Motion carried unanimously. Debbie Nelson, Finance and Tax Director, addressed the board. Moved by Rost, seconded by Knauf, to establish an Early Voting Precinct at the Alerus Center, November 1 – 4, 2022, Tuesday – Friday, 10:00am to 6:00pm and November 5, 2022, Saturday, 10:00am – 2:00pm. Motion carried unanimously. Moved by Pic, seconded by Engen, to establish an Absentee Ballot Precinct for the November 8, 2022 General Election. Motion carried unanimously. Moved by Engen, seconded by Knauf, to rescind the motion made on August 2, 2022 approving a Resolution Providing for Public Sale of Limited Tax Capital Projects Fund Bonds, Series 2022 in the amount not exceeding $35,000,000, with Chair’s signature. Motion carried unanimously. Moved by Pic, seconded by Rost, to approve a Resolution Providing for Public Sale of Limited Tax Capital Projects Fund Bonds, Series 2022 in the amount not exceeding $35,000,000, with Chair’s signature. Motion carried unanimously. Moved by Knauf, seconded by Pic, to approve the Notice of Bond Sale as of October 18, 2022. Motion carried unanimously. Moved by Pic, seconded by Knauf, to approve the Subrecipient Monitoring Policy. Motion carried unanimously. Moved by Rost, seconded by Pic, to approve a letter of support for the Upper Great Plains Transportation Institute application for the Safe Streets and Roads for All Discretionary Grant Program.
