The Board met pursuant to adjournment with Commissioners Engen, Knauf, Pic, Falck and Rost present. Commissioner Engen participated by phone. Vice Chair Knauf chaired the meeting.
Moved by Rost, seconded by Pic, to approve the minutes of the September 17, 2019 meetings and the August 6, 2019 Joint Grand Forks County and Polk County meeting. Motion carried unanimously.

Moved by Rost, seconded by Pic, to approve the North Dakota Department of Transportation Traffic Safety Contract No. 12191203. Motion carried unanimously.
Scot Hoeper, Social Service Director, addressed the board.
Moved by Falck, seconded by Rost, to appoint Commissioner Pic, Michele Thiel and Debbie Nelson to review the Human Service Zone Board applications, prepare the Human Service Zone Agreement, and bring back the recommendations for board approval. Scot Hoeper will act as a resource during this process. Motion carried unanimously.
State's Attorney Haley Wamstad addressed the board.
Moved by Falck, seconded by Rost, to approve the Vice Chair's signature on the Plaintiff's Fact Sheet as part of the opioid lawsuit. Motion carried unanimously.
Moved by Falck, seconded by Pic, to approve the following 2020 capital improvement projects: Grand Forks County parking ramp repairs - $350,000, Emergency Management software - $12,000, Information Systems network upgrade - $47,500 (1/4 of total project), Sheriff's Department SIRN radios - $110,644 (1/4 of total project). The remaining 2020 capital improvement projects will be considered in June 2020. Motion carried unanimously.
Moved by Falck, seconded by Rost, to approve a new County Office Building security desk at a cost of $6,100 to be paid from the 2019 capital improvement budget. Motion carried unanimously.
Moved by Falck, seconded by Pic, to purchase a door prize for the North Dakota Association of Counties Convention for a $100. Motion carried unanimously.
Motion by Rost, seconded by Pic, to adjourn. Motion carried unanimously. The meeting adjourned at 4:28pm. The next meeting will be held on October 1, 2019 at 4:00pm.
