GRAND FORKS COUNTY COMMISSION MEETING August 16, 2022 – 4:00 P.M. The Board met pursuant to adjournment with Commissioners Falck, Rost, Engen, Knauf and Pic present. Commissioner Pic participated via Zoom and joined the meeting at 4:01pm. Moved by Rost, seconded by Engen, to approve the minutes of the August 2, 2022 Commission meeting. Motion carried unanimously. Motion carried unanimously. Dr. Mary Ann Sens, County Coroner, addressed the board. Michele Thiel, Human Resources Director, addressed the board. Moved by Rost, seconded by Pic, to approve a part-time, non-benefitted Autopsy Assistant position and a part-time, non-benefitted Secretary position in the County Coroner’s budget. The funding for these positions will be found within the Coroner’s budget. Motion carried unanimously. Debbie Swanson, Public Health Director, did not have an update but Commissioner Knauf asked if Public Health notifies the public when the COVID-19 transmission rate increases. Ms. Swanson said they will do a news release. Bret Burkholder, Correctional Center Administrator, addressed the board. Roberta Bursheim, Human Resources Generalist, addressed the board. Michele Thiel, Human Resources Director, addressed the board. Moved by Engen, seconded by Rost, to approve the F15 Grand Forks County Correctional Center On-Call policy and F16 Grand Forks County Correctional Center Stipend policy in the Grand Forks County Correctional Center Standard Operating Procedures Manual, effective through December 31, 2022. Motion carried with Falck, Rost, Engen and Pic voting aye and Knauf voting nay. Moved by Engen, seconded by Rost, to allow the Correctional Center to post appropriate signs on the property that prohibits individuals from approaching the building without permission. The signs will be paid from capital improvements. Motion carried unanimously. Larry Ahles, Juvenile Detention Lieutenant, addressed the board. Michele Thiel, Human Resources Director, addressed the board. Robin Spain, Juvenile Detention Director, addressed the board. Moved by Knauf, seconded by Rost, to increase the Juvenile Detention part-time staff by 5, from 11 to 16 officers. There will be no increase in the Juvenile Detention budget. Motion carried unanimously. Tom Ford, Director of Administration, addressed the board. Moved by Engen, seconded by Pic, to approve the adoption of the Home Rule Charter for Grand Forks County, as submitted by the Home Rule Charter Committee and submit the Home Rule Charter to a vote of the people at the November 8, 2022 General Election. Motion carried with Falck, Rost, Engen and Pic voting aye and Knauf voting nay. See attached. Moved by Rost, seconded by Pic, to approve Home Rule Charter Addendum for Grand Forks County, as submitted by the Home Rule Charter Committee and submit the Home Rule Charter Addendum to a vote of the people at the November 8, 2022 General Election. Motion carried with Falck, Rost, Engen and Pic voting aye and Knauf voting nay. See attached. Nick West, County Engineer, addressed the board. Moved by Pic, seconded by Knauf, to approve and certify the township mileage with the Chair’s signature. Motion carried unanimously. Moved by Knauf, seconded by Rost, to accept the NDDOT Bridge Program Grant with its timeline and schedule of structures and to advertise an RFP for consulting engineering services for these projects and project BRP-1800(022) Bridge #18-133-11.2 (CR by Manvel). Motion carried unanimously. Tom Ford, Director of Administration and Gracie Lian, Administrative Coordinator, addressed the board regarding the Grand Forks County Office Building parking ramp. Chairman Falck said because of the high costs for the needed repairs to the parking ramp, we need to consider all our options. He directed Mr. Ford to contact AE2S to request the cost to demolish the parking ramp and replace it with a parking lot and bring the cost back to a future meeting. Moved by Rost, seconded by Pic, to approve the Miller Dunwiddie AIA Contract – Courthouse Dome Repairs with the Chair’s signature. Motion carried unanimously. Gracie Lian, Administrative Coordinator, informed the board of the County Home Rule Charter Forums that have been scheduled. On August 18, 2022 at 6:30pm at the Emerado Lions Club, August 23, 2022 at 7:30pm at the Northwood Community Center and Larimore Elementary School at 6:30pm. Ms. Lian is trying to schedule additional meetings in Manvel, Gilby, Thompson, Grand Forks and with a township group. Haley Wamstad, State’s Attorney, gave an update on the opioid litigation. Moved by Knauf, seconded by Rost, to remove the $121,000 base retention line item from the 2023 preliminary budget of Director of Administration. Motion carried with Falck, Rost and Knauf voting aye and Engen and Pic voting nay. Moved by Knauf, seconded by Engen, to increase the dollar amount levied for the Grand Forks County Library to the amount required by the NDCC 54-24.2-02.2, so the Library will be eligible to receive State Aid for Libraries. The interim fund in the General Fund will be decreased so the overall dollars levied will remain at the same level as approved in the 2023 Preliminary budget. Motion carried unanimously. Moved by Rost, seconded by Knauf, to approve forwarding the entire refund received from the ND Recorders Information Network to the Records Tech Fund. Motion carried unanimously.
