GRAND FORKS COUNTY COMMISSION MEETING April 5, 2022 – 4:00 P.M. The Board met pursuant to adjournment with Commissioners Falck, Rost, Engen, Knauf and Pic present. Commissioner Pic participated via Zoom. Moved by Rost, seconded by Knauf, to approve the minutes of the March 15, 2022 meeting. Motion carried unanimously. Motion carried unanimously. Jon Butz, Grace Township, addressed the board regarding the current Grand Forks County Planning and Zoning Policy for wind turbine setbacks. Lane Magnuson, County Planner, said the current policy for wind turbine setbacks is ¼ mile from an occupied structure. Mr. Magnuson suggested a moratorium on wind farms until the policy could be reviewed by the County Planning and Zoning Board and a recommendation could be made to the County Commission. Moved by Pic, seconded by Rost, to place a moratorium on wind farms for 90 days. Motion carried unanimously. Debbie Swanson, Public Health Director, said it is National Public Health Week, April 4-10, 2022. In observance of National Public Health Week, Public Health issued the following awards, Public Health Champions and Public Health Heroes. Public Health recognized the following as Public Health Heroes: Spectra Health, Brad and Gayle Aafedt, Lindsey Darrah, My Ally Health, Logan Keitzman and Anthony Sayler. The recipients of Public Health Champions award were Maura Ferguson, Miranda Olson, Hugo’s Family Market Place, Mary Barrett and Debbie Swanson. Michael Dulitz, Public Health COVID-19 Data/Analytics Leader, gave a COVID-19 update. Becky Ault, Public Safety Answering Point Director, gave the 2021 Annual Report. Moved by Engen, seconded by Rost, to adopt the Proclamation for the National Public Safety Telecommunicators Week, April 10-16, 2022. Motion carried unanimously. Nick West, County Engineer, addressed the board. Moved by Rost, seconded by Pic, to approve the ND Department of Transportation Cost Participation, Construction and Maintenance Agreement for Project BRP-1800(022) PCN 23533 with the Chair, State’s Attorney and Auditor’s signatures. Motion carried unanimously. Moved by Knauf, seconded by Engen, to accept Ottertail Power’s offer of $10,000 for 2.69 acres of right-of-way in the NE1/4 corner of section 8, Elm Grove Township. Motion carried unanimously. Sheriff Schneider addressed the board regarding leasing Sheriff’s Department Vehicles. He will ask for a decision at the May 3, 2022 Commission Meeting. Tom Ford, Director of Administration, addressed the board. Moved by Engen, seconded by Rost, to accept the Agreement between Grand Forks County and Advanced Engineering and Environmental Service, LLC for a condition assessment and asset management report on the Grand Forks County Parking Ramp for $35,000. Motion carried unanimously. Moved by Rost, seconded by Knauf, to discontinue the COVID administrative pay. Motion carried unanimously. Moved by Knauf, seconded by Engen, to approve the NE Human Service Center Lease Amendment, #940-11284 B and accept the estimate from Vasek Construction, Inc. for $41,895, with the Chair’s signature on both documents. Motion carried unanimously. Moved by Engen, seconded by Rost, to accept the proposal from Donovan Group for $22,000 to conduct a survey to see if Grand Forks County residents support Home Rule for Grand Forks County. Motion carried with Falck, Rost, Engen and Pic voting aye and Knauf voting nay. Moved by Rost, seconded by Knauf, to adjourn. The meeting adjourned at 5:55pm.
