The special meeting of the City Council, City of Thompson, and County of Grand Forks, ND was held February 11, 2020 at 6:00 PM. Mayor Sporbert, Council members Larimer, Fretheim, City Auditor, and Plant Services were present. Council member Majkrzak, Hughes, City Administrator and COP were absent.
The next regular city council meeting will be held Monday, March 2, 2020 at 7:00 PM. "Any Individual requiring special accommodations (i.e., alternative formatting of literature, an interpreter, or help in accessing the facility) should advise the City by contacting the City Auditor, Thompson City Office, Post Office Box 266, Thompson, ND Phone: (701) 599-2973. Requests should be made seven (7) days prior to meeting."
Mayor Sporbert called the meeting to order. Council member Fretheim presented information regarding the purchase and installation of a video projection system from HB Sound and Light. The total system cost is $6,416.32. The Thompson Men's club has agreed to pay $1600.00 toward the system. Council member Larimer motioned to purchase/install and pay the remaining balance of $4,816.32. Council member Fretheim seconded the motion. All said aye. The motion carried.
The Council discussed the various items that are to be included in the proposed Sales, Use, and Gross Receipts Tax ordinance. The items discussed were:
1What will the funds be used for? - Funds will be placed in the General Fund to pay for infrastructure, flood protection, economic development, equipment purchase, repair and maintenance, recreation, community development projects and costs thereof including payment of bonds and other instruments of debt or contract obligations, construction and maintenance and operation of community facilities.
2Sales Tax Rate - 2%
3Exemptions - There will be no additional exemptions.
4Duration - Sunset Clause - there will be no sunset clause.
5Caps or Maximums - there will be no caps or maximums.
6Permit holder compensation - there will be no compensation.
Attorney Lies will draft the resolution to reflect the council's wishes. First reading of said ordinance will be at the March 2, 2020 regular City Council meeting. There will not be a second reading, or adoption unless voted in favor of during the June election.
Council member Larimer motioned to adjourn. Council member Fretheim seconded the motion. All said aye. The motion carried.
