The regular meeting of the City Council, City of Thompson, and County of Grand Forks, ND was held April 6, 2020 at 7:10 PM. Council President Larimer, council members Majkrzak (via speakerphone), Hughes, City Administrator, and Public Works were present. Mayor Sporbert, Council member Fretheim, City Auditor, COP, and Plant Services were absent.
Council President Larimer called the meeting to order. He confirmed the next regular meeting will be held Monday, May 4, 2020 at 7:00 PM. "Any Individual requiring special accommodations (i.e. alternative formatting of literature, an interpreter, or help in accessing the facility) should advise the City by contacting the City Auditor at PO Box 266, Thompson ND 58278, or by phone at 701-599-2973. Requests should be made seven (7) days prior to the meeting."
Council member Hughes motioned to approve the minutes from the March 2, 2020 Regular Meeting. Council member Majkrzak seconded the motion. All said aye. The motion carried.
Council member Hughes motioned to approve the Financial Reports. Council member seconded Majkrzak the motion. All said aye. The motion carried.
Council member Majkrzak motioned to approve the payment of bills totaling $61,594.95. Council member Hughes seconded the motion. All said aye. The motion carried.
Northdale Oil requested that recently adopted ordinance 16.0425 be revised to allow the sale of tobacco/vaping products under the supervision of an individual that is 18 years of age rather than 21 years of age. Council member Majkrzak enjoys the fact that Northdale employs high school students. However, she would like assurance from Northdale that there will be safeguards in place ensuring the products will not fall into the wrong hands. Council member Hughes agreed. He confirmed that since it is a grey area in the current law, he supports changing the ordinance. Council President Larimer indicated he too wants to ensure that Northdale and their employees are held to the strict guidelines and not selling to individuals under the age of 21. He also explained that all interested parties must be aware that the Federal and/or State law could change the parameters on the sale of such products. At that time the city and all businesses would need to adhere to those laws. The City Administrator will contact the attorney for revision of the ordinance.
The Snow and Ice Removal ordinance discussion was tabled until all the council members are in attendance.
The Building Permit and Inspection Fee discussion was tabled until all council members are in attendance.
The Police Monthly Report was presented. There was no discussion.
The Public Works Monthly Report was presented. There was no discussion.
Council member Majkrzak motioned to adjourn. Council member Hughes seconded the motion. All said aye. The motion carried.
