Notice is hereby given that the County of Grand Forks, North Dakota will receive sealed proposals to perform design & construction engineering services, managing structure replacement and other incidentals necessary for the replacement of the county office building Chiller system. Bids will be received at the office of Mr. Bill Gerszewski at Grand Forks County, 151 S. 4th Street, in the city of Grand Forks, North Dakota and will be due by, and publicly opened and read aloud at the Grand Forks County Commission Chambers located on the 6th floor of the county office building at 151 S. 4th Street, Grand Forks, ND at 1:00 p.m., local time on Thursday, May 27, 2021.

PROJECT OVERVIEW
Grand Forks County Office Building is requesting the services of qualified engineering firms to perform Design, Construction Engineering, and affiliated services to complete the following project.
CHILLER REPLACEMENT TO OFFICE BUILDING
Work to be performed by engineering consultant includes: Project Management, Contractor Bid Management, Project Administration, Construction Observation, & Commissioning. Services to include Replacement of existing Roof Top Air Conditioning Chiller Unit, Structural modifications, Electrical modification and or replacement, controls integration, required piping replacement, Incidentals, Engineering Construction Services, & commissioning new chiller, additional services, if required, may be negotiated and supplemental agreements issued based on the consultant's performance, the consultant's proposal, and available funding.
The proposal pages shall be numbered and must be limited to 4 pages in length. Proposals that exceed the 4 page length requirement will not be considered. A cover letter will not be counted as one of the 4 pages. Grand Forks County will only consider proposals received prior to May 27, 2021 at 1:00 p.m. Late proposals WILL NOT BE CONSIDERED. Proposals failing to follow instructions WILL NOT BE CONSIDERED. The consultant's proposal may include an appendix. Resumes, references, a statement of qualifications and other materials outlining experience may be included in an appendix. The appendix will not be considered as a part of the 4-page proposal.
The selected firm will be notified in writing.
The County intends to execute one cost engineering services, plus fixed fee contract from mechanical contractor. Fees shall be negotiated with the successful firm. If the fee cannot be agreed upon, the County reserves the right to terminate negotiations, and then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated.
The project bidding shall be advertised and managed by engineering firm in accordance to public bid requirements.
All costs associated with the proposal shall be borne by the proposer. The County reserves the right to reject any and/or all proposals and to not award contracts for any and/or all projects.
