ARCHITECT/ENGINEER SERVICES
VARIOUS FACILITY IMPROVEMENTS
North Dakota National Guard

The Office of the Adjutant General has a need for indefinite delivery architect/engineer services for various National Guard facilities located in North Dakota. Work shall include design services required in conjunction with new facilities or remodeling, repair and maintenance type projects including preparation of plans and specifications. Various types of inspection, studies, reports, cost estimates, GIS data collection and development services, and LEED certification may also be required. Projects will mainly involve architectural, civil, mechanical, and electrical disciplines; however, other disciplines may also be required.
One indefinite delivery, indefinite quantity agreement will be awarded under this advertisement with an initial base period of twelve (12) months. Four optional years are available and may be exercised at the sole discretion of the State. This agreement will not automatically renew. Upon satisfactory completion, the State may extend the term of this agreement by notifying the contractor of its intent to exercise an option, for an additional twelve (12) months. The agreement will be for services for various National Guard facilities located in western North Dakota and the National Guard facility located at Camp Gilbert C. Grafton in Devils Lake, ND. Each professional services authorization order issued under this agreement will not exceed $200,000 with a cumulative total over the life of the agreement not to exceed $2 Million. The estimated start date of the agreement is January 13, 2020, with an estimated completion date of twelve (12) months following the date of award.
Firms or Joint Ventures (JV's) responding to this announcement must show capability and satisfactory experience for the following required technical disciplines: architects (must be in-house); and civil (includes surveying and GIS), structural, mechanical and electrical engineers. All key and principal architects and engineers must be registered and actively practicing in the State of North Dakota.
The evaluation factors to be considered during the initial selection phase are: professional qualification necessary for satisfactory performance of required services; technical competence of the proposed design team; recent specialized experience of the proposed design team on similar type projects; location of firm; previous Federal/National Guard design experience, to include specification writing and cost estimating; ability to provide qualified construction inspection services; design team organization and availability of key personnel; capacity to accomplish the work in the required time; past performance on contracts with state and government agencies; volume of work previously awarded; and professional services insurability.
Following our initial evaluation of qualifications and performance, three or more firms or JV's which are considered to be the most highly qualified will be chosen for an interview.
