Sealed bids for the construction of Sanitary Sewer, Watermain, Storm Sewer, and Paving/Street Lighting Project No. 8177/78/79/80, District No. 574/348/575/745 will be received until 2:00 p.m. on Monday, May 11, 2020, at the office of the Director of Finance and Administrative Services in City Hall, 255 N. 4th St., in the City of Grand Forks, North Dakota. Due to COVID-19 City Hall is currently closed to the public. Curb side drop off of sealed bids will be available by contacting the City Finance Department at 701-746-2672. Contractors may also submit their bid by mail; however, the bids must be received by the Finance Department by the date and time indicated in the bidding documents. A live stream public opening will be held at 2:00 p.m. that day where the sealed bids will be publicly opened and read. This online public opening will utilize the Zoom website; contact the City Finance Department (701-746-2664) to access the online meeting. Project scope of work includes the following approximate quantities:
170 LF of 8" PVC SDR 35 (Sanitary), 110 LF of Bore and Push 6" PVC Sewer, 15 LF of 48" Manhole, 123 LF of 6" Service Lead, 50 LF of Bore and Push 8" PVC Water, 408 LF of 8" PVC C-900 (Open Cut WTRMN), 2 EA of 8" Gate Valve & Box, 2 EA of Fire Hydrant, 481 LF of RCP Class III (15" to 24"), 18 LF of 48" Manhole, 20 LF of Catch Basin, 1,240 CY of Common Excavation, 790 CY of Granular Material for Base, 2,380 SY of Geotextile Fabric, 1,973 SY of Concrete Pavement (7"), 291 SY of 7" Reinforced Pavement, 3,300 SY of Seeding-Hydromulch, 22 SF of Signs, 393 LF of 1" Conduit #6 THWN, 2 EA of Commercial Street Light, and other miscellaneous bid items.
Each bid must be accompanied by a separate envelope containing an acceptable bidder's bond in a sum equal to five percent of the full amount of the bid, executed by the bidder as principal and by a surety, conditioned that if the principal's bid be accepted and the contract awarded to the principal, the principal, within ten days after notice of award, will execute a contract in accordance with the term of the bid and a contractor's bond as required by law and the regulations and determinations of the Grand Forks City Council.
Each bid shall contain a copy of the license or certificate of renewal thereof issued by the secretary of state enclosed in the required bid bond envelope. Bidder must be licensed for the full amount of the bid. No bid will be read or considered which does not fully comply with the above provisions as to bond and license.
The City Council reserves the right to reject any or all bids and/or to waive any informality in the bids received and to accept any bid deemed to be most favorable to the interest of the City of Grand Forks. The work, if awarded, shall be completed by October 2, 2020.
