CONSTRUCTION BIDS
Sealed bids for the construction of 43rd Avenue South & South Columbia Road Intersection Improvements and Paving 43rd Avenue Circle (Columbia to South 25th Street) Project Numbers 8094.1 & 8094.2, District #574, will be received until 2:00 p.m. on Monday, April 20, 2020, at the office of the Director of Finance and Administrative Services in City Hall, 255 N. 4th St., in the City of Grand Forks, North Dakota. Curb side drop off of sealed bids will be available by contacting the City Finance Department at 701-746-2620. A live stream public opening will be held at 2:00 p.m. that day where the sealed bids will be publicly opened and read. This online public opening will utilize the Zoom website; contact the City Finance Department to access the online meeting. Project scope of work includes the following approximate quantities:
1,452 SY of 9" Pavement (various types), 746 SY Concrete Pavement 7", 927 SY 7" Reinforced Pavement, 2,830 SY Geotextile Fabric, 4,068 SF 4" Concrete Sidewalk (5'), 222 LF 15" RCP Class III, 44 LF 12" RCP Class III, 5 LF 48" Manhole, 10 LF 30" Standard Catch Basin, and 1 LS Traffic Signal System Site 1.
Each bid must be accompanied by a separate envelope containing an acceptable bidder's bond in a sum equal to five percent of the full amount of the bid, executed by the bidder as principal and by a surety, conditioned that if the principal's bid be accepted and the contract awarded to the principal, the principal, within ten days after notice of award, will execute a contract in accordance with the term of the bid and a contractor's bond as required by law and the regulations and determinations of the Grand Forks City Council.
Each bid shall contain a copy of the license or certificate of renewal thereof issued by the secretary of state enclosed in the required bid bond envelope. Bidder must be licensed for the full amount of the bid. No bid will be read or considered which does not fully comply with the above provisions as to bond and license.
The City Council reserves the right to reject any or all bids and/or to waive any informality in the bids received and to accept any bid deemed to be most favorable to the interest of the City of Grand Forks. The work (with the exception of traffic signal work), if awarded, shall be completed by October 15, 2020. The traffic signal system shall be installed and fully functional within 30 days of delivery of the traffic signal standards, but no later than May 15, 2021.
