NOTICE IS HEREBY GIVEN, that sealed bids will be received for the construction of Grand Forks - Traill County Joint Board Drain 59 (Legal Drain No. 59) in Grand Forks and Traill Counties, North Dakota until 2:00 o'clock P.M., Tuesday April 13, 2021. Due covid-19 concerns bids will be received until said time at the office of Pribula Engineering, PLLC located at 208 3rd Avenue N.W., East Grand Forks, Minnesota 56721where they will be publicly opened and read aloud.
The scope of construction work consists of the following approximate estimated quantities: Lump Sum Temporary Traffic Control, Lump Sum Erosion Control, 400 Lineal Feet Silt Fence, 500 Lineal Feet Fiber Roll, 18,500 Pounds Grass Seed, 185 Acres Grass Seeding and Anchored Straw Mulch, 2,600 Cu. Yd. Rock Rip-Rap, 828,367 Cu. Yd. Excavation, Lump Sum Tree Clearing and Grubbing, 490 Sq. Yd. Pavement Removal, 210 Tons Bituminous Pavement, 800 Cu. Yd. Class 13 Aggregate, 1,300 Sq. Yd. Tri-axial Geogrid, 360 Lineal Feet 36" RCP Culvert, 8 - 36" RCP Culvert Aprons, 600 Lineal Feet 36" Polypropylene Dual Wall Culvert, 4,050 Lineal Feet 18" CSP Culvert, 2,280 Lineal Feet 24" CSP Culvert, 80 Lineal Feet 30" CSP Culvert, 900 Lineal Feet 36" CSP Culvert, 60 Lineal Feet 48" CSP Culvert, 182 Flared Ends Sections for 18"-48" CSP Culverts, 111 Exterior Flap Gates for 18"-48" CSP Culverts, 168 Lineal Feet 18'x5' Reinforced Concrete Box Culvert, 162 Lineal Feet 18'x6' Reinforced Concrete Box Culvert, 192 Lineal Feet 16'x8' Reinforced Concrete Box Culvert, 16 Straight End Sections for Reinforced Concrete Box Culverts, and 1 Poured In Place Reinforced Concrete Chute Spillway Structure.
Bids must be submitted in a sealed envelope on forms furnished as part of the contract documents. No online biding is allowed, only paper, hard copy bids will be accepted. Each bid must be accompanied, in a separate sealed envelope, a bidders bond in an amount not less than five (5) percent of the amount bid made payable to the order of or the benefit of the Grand Forks - Traill Joint Water Resource District and a copy of the Contractor's North Dakota Contractor's License or certificate of renewal thereof issued by the Secretary of State that is dated a minimum of 10 days prior to the bid opening. The bid bond shall be executed by the bidder as principal and by a surety company authorized to be business in the State of North Dakota. All bidders must be licensed for the highest amount of their bids, as provided by Section 43-07-05 of the North Dakota Century Code. A Contractor must be the holder of the North Dakota license at least ten (10) days prior to the date set for receiving bids to be a qualified bidder. A bid submitted without this information in a separate sealed envelope will not be read nor considered and shall be resealed and returned to the bidder immediately. Each bid shall be sealed and delivered to the Grand Forks - Traill Joint Water Resource District at the location designated in this notice for the opening of proposals at or before the time set in this notice. The bond shall be given as guarantee that the bidder will enter into a contract with the Grand Forks - Traill Joint Water Resource District and furnish the required payment and performance bonds and certificates of insurance and endorsements within ten (10) calendar days after the notice of award, and will be declared forfeited if the bidder refuses to enter into said contract or furnish the required bonds or certificates of insurance and endorsements if his bid is accepted.
Plans and specifications may be seen and examined at the office to the Grand Forks - Traill Joint Water Resource District during normal business hours. The Grand Forks - Traill Joint Water Resource District, reserves the right to select the schedule(s) under which the bids are to be compared and contract(s) awarded, to reject any and all bids, and to waive any and all irregularity in any bid.
