The conversation came during Monday's meeting of the Grand Forks Committee of the Whole, a panel that includes all of the members of City Council. The special assessments include projects for storm sewers, sidewalks, mowing services, street paving and lighting.
The RRVWSP is described as a long-term emergency water supply and an economic development initiative.
The council approved the real estate purchase agreement 6-1, with Rebecca Osowski voting "no."
