Purpose of Public Notice
The Department intends to reissue the following North Dakota Pollutant Discharge Elimination System (NDPDES) Discharge Permit under the authority of Section 61-28-04 of the North Dakota Century Code.

Facility Description
The reapplication is for a proposed membrane treatment system supplying drinking water for rural communities of Grand Forks and Traill Counties. The discharge facility is located in the NE1/4, SW1/4, Section 7, Township 151 North, Range 52 West. Any discharge would be to a tributary of Salt Water Coulee, a Class III stream, at latitude 47.9119861, longitude -97.3596861.
Tentative Determinations
Proposed effluent limitations and other permit conditions have been made by the Department. They assure that State Water Quality Standards and applicable provisions of the FWPCAA will be protected.

All comments received by March 18, 2021 will be considered prior to finalizing the permit. If there is significant interest, a public hearing will be scheduled.
