DEVILS LAKE -- A Michigan company is expressing interest in building an oil refinery here.

American Energy Holdings plans to build a $250 million refinery with a capacity of 20,000 barrels per day that would employ 50 to 100. It would produce diesel and aviation fuel.

"We explained to them what we wanted to do and the opportunity that it would bring to the local area in job creations and, again, Devils Lake offered all their help and more than we could even hope for," said company CEO Will Stone.

The refinery would have about a third of the capacity of the Tesoro refinery in Mandan, N.D., and equal to two other refineries being built in western North Dakota.

"There could be another 50 indirect jobs, meaning for loading and unloading and a lot of the miscellaneous stuff that goes outside with crude oil and fuel products," Stone said.

"They have interest in us and we have interest in them," Mayor Dick Johnson said, but a lot of things have to happen before a deal is struck, including how wastewater will be discharged.

Johnson said the company has an aggressive timeframe, and is seeking to break ground this spring.

While Stone said the project is still in early development, this isn't the only project he's looking at for North Dakota.

"We're looking at more than one location, and we're looking at more than one refinery, and so we're looking at transportation infrastructure, but in addition to that, three or four other sites for three or four other refineries.

American Energy Holdings plans on moving forward with the project after the new year and they're hopeful to have the refinery built within the next two years.
