Sunday is the 50th anniversary of a storm that drowned four people -- three brothers went out onto the pier and were swept off the pier by the waves, and one of the three Coast Guard members who attempted to rescue them also drowned. Tom Mackay was a friend of Edgar Culbertson, the Coast Guard member who drowned, and sits by a plaque honoring him in Canal Park.  (Clint Austin / Forum News Service)

Bob Backman (standing), executive director of the nonprofit River Keepers, said the group had to spend more than $3,000 to send its Coast Guard-licensed drivers who operate the SS Ruby tour boat on the Red River in Fargo-Moorhead to St. Paul to apply for and obtain their TWIC credentials. The cost included renting a van and reimbursing the drivers, most of whom are volunteers, for the two days of wages they lost to make two trips to the Twin Cities -- first to apply for the cards and then to pick them up...
