Grand Forks schools miss progress goal

Grand Forks Public Schools

Grand Forks Public School District did not meet Adequate Yearly Progress this year, as did all but 13 of 175 districts statewide, according to the North Dakota Department of Public Instruction on Thursday.

This is the sixth consecutive year the district has not met the accountability system for public school districts, according to Assistant Superintendent Jody Thompson at a recent School Board meeting. The federal law requires 100 percent of students to be proficient in math and reading.

The law is the result of the federal No Child Left Behind Act, which was intended to measure achievement year-to-year on state tests and determine if schools are successfully educating students.

None of the district’s schools made AYP, in some cases because one small subgroup didn't meet requirements, he said recently.

“It’s apparent that this isn’t a fair measure of student success,” he said. “Certainly, 100 percent of our students making that level in reading and math is almost an unattainable goal, though we try to make progress toward that every day of the school year.”

Thirteen out of 175 eligible districts in the state made AYP this year, according to the state department of public instruction.

Because Grand Forks receives Title I funding, it is also participating in a Title I improvement program for not meeting AYP. This is the fifth consecutive year the district has held this status, according to Thompson. Schools and districts can drop out of improvement status if they’ve made AYP for two consecutive years.
