The Red River Valley landscape is etched with extensive drainage systems designed to remove water from farm fields to prevent crop losses. Critics, including Fargo city officials, have complained for years that the drains exacerbate Red River flood crests.
Flood warnings are in effect in Polk, Clearwater, Mahnomen, Hubbard and southern Beltrami counties until 6 p.m. Tuesday as snow continues to melt and rain is expected Monday night, the National Weather Service said on Sunday.
John Peterson watched as about 150 high school students stacked sandbags in his north Fargo neighborhood of Elm Circle, the icy river behind them finally flowing. But even as the river was rising, the sandbag walls often weren’t.
North Dakota’s Health Department said the state’s smog levels are mostly below a proposed new federal range for ozone pollution. Smog is another name for ground-level ozone, and the Environmental Protection Agency said it’s cutting smog limits to 0.06 to 0.07 parts per million over eight hours. Now, the public health limit is 0.075 parts per million.
