Minnesota Democrats propose early voting, other changes 
Senate Democrats are advancing a batch of election law changes that so far haven't received any Republican support. Some GOP votes are essential, given that Democratic Gov. Mark Dayton has said he will only sign bipartisan election bills. The Senate proposal includes a new early voting option, expanded use of absentee balloting and a primary election in June rather than August.
